Hm, that's interesting maybe they just recently opened those features up to non-partners... I know youtube has been talking about slowly rolling out partner features to all channels even non-partners. I can understand limiting partner banners or atleast the image map section because a lot of shady stuff can be done within image maps that new channels could exploit but overall I think most partner features should be available to all channels.

Thanks for the sub! And yep, just started the process 3 days ago so I probably wont have all the partner features for a while yet.
 
I am also partnered with RPM, Welcome and congrats! It took me about 2 weeks to get all of my partner features, so dont panic if it doesnt happen right away.
