No, it wont. You will get the boiler plate contract and will only have the options of "yes" and "no".

The leverage I'm talking about is the ability to say "Thanks for the offer, lets talk about how you can improve the ____" where the blank is length, rev share, quota, signing bonus, etc.

200 views per day isn't even a blip on their radar. It wasn't too long ago that you needed a minimum of 1000 views per day just to get in, so even at level, you have no leverage. When you reach a much higher level, you no longer have to accept a network's terms for a contract. They have to accept yours.
