Thanks I honestly understand what you mean but im doing this to get the promotion so my channel can grow and audience but I greatly appreciate the advice you gave ill make my final decision soon :)

They definitely will not be promoting your channel in any significant way. Which is what I base my advice on... if joining a network was a fast pass to growing quickly, I'd probably recommend everyone join a network as long as teh duration wasn't too long.

But as it is currently, no networks promote their smaller (<25,000 subs) in any meaningful way.
 
Fullscreen is a good network, but that's beside the point. Wait until you're getting 100 views a day if you wanna make a bit of money, If you DO wait till 100k a month, you'll definitely have some leverage in your contract and make a nice sum of cash.

to be honest full screen are one of the best partners for small youtube channels and growing youtube channels, considering my channel was partnered with awesomenessTV before and they didn't even help us, they mentioned one of our videos once and it wasn't one of our best ones either so moving to fullscreen is a big change and if you're thinking of applying i'd say do it what is there to lose?
