No you're not, You're a User-Partner. The full Partnership with YouTube died out in 2012. I was lucky enough to become a full YouTube Partner before the user-Partner came into force. So I'm known as a Legacy Partner. XD

U will get costum thumbnails when ur active for 30days and dont have been banned or warned or something. But yeah 30days it is! i have 2days ledt

This is the second time I've seen someone post this. I posted my first video ever, got YouTube "partnered" within 4 days and got thumbnails within 7 days. It's completely random, you just need to enable monetization on your account as soon as it's available.
