U will get costum thumbnails when ur active for 30days and dont have been banned or warned or something. But yeah 30days it is! i have 2days ledt

Everyone more or less gets the same features as a YouTube Partner, but the difference is being a part of a Network
I never realized the cool YoUTube Partner Emblem though on YTTalk, lol

However, legacy partners (pre-April 12, 2012) and partners with a Network have additional branding options and features which partners after April 12, 2012 don't get. The real perk is monetizing your content, many forget that

I use the terms half-partner and full-partner. This is because back in 2007 I worked for two full years working my butt off to get partnered. In 2009 I got my first ad and then later that year I got fully partnered. Now all you do is click a button to be partnered. Although It's nice I feel like I got shafted xD
