The whole point of a network is to use Adsense to make money. If you're not Adsense enabled (banned or otherwise) then what's the point of getting you on board?
As suggested above, start a new channel. I had to do it at one point, and although it's a fuss in the beginning, it's like pulling a plaster. The sooner you do it, the sooner you can get on with things and move on.
