I added my channel in fullscreen dashboard but my channel don't become youtube partner

Right, we replied on the previous post I believe...

PM me the specific channel name for the channel you're referencing and I'll follow up on this one. The response you got is kind of boilerplate... maybe the actual reasoning was omitted accidentally. Glad to follow up.
