Theres 2 types of CMS:
1) content managment
2) MCN

Content mangments are e.g. JustForLaughs has one, it means they can make money of peoples channels if they upload a video that is copyrighted to JustforLaughs
MCNs are just your regular CMS with partnering capabilities

If you apply and are approved for Content ID, you have access to CMS. Multi-Channel Networks had CMS before they became a authorized MCN. Content Manager is exactly the same for everyone using it except MCNs use Roll-up which isn't available to Content ID Partners. MCNs have to aggregate using Roll-up tool. Content ID Partners can link channels to their CMS, they have that feature which you seem to not know? MCNs can also use Content ID.

Yes, Partners that are NOT authorized by YouTube to become a Network on YouTube can only aggregate channels that they either own or for example they are your client from your company (Artist etc) and you cannot link channels with Monetization enabled (you have to go through your Partner Manager for unlinking). Of course they can't aggregate just anyone BUT I never mentioned Content ID Partners, I stated MCNs do not have rules set down by YouTube. They can link anyone so long as their YouTube Channel doesn't violate one of many rules (Adsense disabled, CG strike, Copyright strike etc).

They all use YouTube Content Manager and there is no such thing as "original" Content Management System. It doesn't matter if you're ill-informed but please do not share your ill-knowledge with those who don't know a single thing and them thinking you're correct.

MCN`s content ID is called VIM, and to get a MCN you either have to buy it or contact a partner manager (original YouTube partners) To get a Content ID Manager all you have to do is apply, it doesn`t matter who you are you just need to own a large number of copyrighted material!!
