From what I can tell, you have to be a partner, but I am not sure at what level. I became a partner with another account and didn't have the store.

When I'm signed in to my account it shows the store on my channel; but when I sign out and go to my channel it doesn't show it

I just checked it out and it's not visible because I don't have anything to sell in the store

I'm not a partner on YouTube but I got the store tab. And I only have 30 subs but a lot of views on one of my videos
