I've talked about it in a few posts I've made here, but I'm starting a magazine. It's called YouTubers Monthly, and it is a "unofficial, insightful magazine for both YouTubers and viewers alike."

I plan on providing tips on things such as partnership, technical issues, marketing, and even a few articles about the popular YouTubers on YouTube and what they're doing right/wrong.

The website is a work in progress, but it's ytmonthly(dot)blogspot(dot)com

I suppose I'm knowledgeable about Youtube because i've been making youtube videos on some channel or other for around 4 years now. And before i even started making videos I had an account for a year. And even before that i watched youtube videos for ages without an account because at the time i was so young i thought making an account would cost money.

I wouldn't really be able to help with programming skills but I can surely write a piece or two.
 
I've been on YouTube for almost 6 years now, I'd love to help out in any way I can including any of the positions you've mentioned! I'm currently a writer for another magazine and have a lot of journalistic experience elsewhere also! Feel free to contact me, I'd love to help out, I think the idea is incredible!
 
While I am new to the youtube world I would love to help out any way i can. I have some writing skills

It's also cool you have experience. The only experience I have with journalism is when I was involved in the school newspaper!
