YouTube Livestream Monetization?

Much like the title says, in all my YouTube streams, even my testing sessions, I've come up each time with the monetization "frozen" "Under Review."
I checked the Google support page for "Slate and ad insertion" under the Livestreaming guide.
Enable Sync to Preview option when starting the stream from the Live Control Room.
Review the stream using the Preview Player under the Manage tab.
Click the Insert Ad button to deliver an ad cue into the stream.
I tried that, but the Insert Ad button is greyed out.

I read the page again, for the thirtieth time, and (attempted) what it said here:
In Video Manager, under Live Events, click on Edit and select Monetization from the drop down.
Or, when creating the event, go to the "Monetization" tab at the top next to "Basic Info."
Select "Claim this video"
Select "Apply usage policy" and choose the appropriate monetization policy for your video.
Click Save
Except, there is no Claim option???

So, is it just the YouTube system taking a long time to review the Stream itself??
 
I don't know if you can monetize streams.
Of course I haven't streamed on youtube yet, I use Twitch.
I think youtube just takes a while to review streams.
 
I was able to monetize love streams with no problem, but I'm with a network as a managed partner. So it's possible, but I don't know if you need to be managed to be able to do it reliably.

Ive noticed most ppl live stream with twitch rather then youtube, i wouldn't live stream of youtube personally as it a lot easier to get a copyright strike without even noticing why. My suggestion is to live stream off twitch and post videos on youtube :D
