It is only available in USA, UK and Australia because it's just in beta.
 
I always knew it was possible to donate to users via YouTube itself (Saw a few donate buttons under videos once) but not that it became an official feature.
 
Now it's just waiting for it to be launched in other countries like the Netherlands, I would be happy to use this feature.
