I thought they had rolled it out to everyone, however having a quick search around you need monetization enabled aswell, doesn't need to be a full partner. Thanks Eqo

Yeah having monetization enable is what they call a "youtube partner" if you enable it then goto your dashboard you'll see you're now a youtube partner.
