Apparently youtubes max dimensions for an avatar is 800x800, how do you fit a picture of yourself into this? i just spent like 20 minutes keying out the green in my picture, then pasted into an 800x800 box and it pretty much just got my lower jaw -.- help?

I'm guessing you're using photoshop? If so, Free Transform it, hold Shift and drag one of the corners in until it fits

actually i use gimp but i get what you're saying, my main concern is it'll decrease the quality

It shouldn't, decreasing size is not nearly as bad as increasing it
