it takes time to process, give it a bit of time and it'll be working

I have found that if you change the thumbnail once the video is uploaded it takes time to change, but when you are uploading a video and you upload the thumbnail while is uploading when it is finish processing and goes live it is already there. Hope that helps

I've noticed the thumbnails can take up to hours to change, it's getting really annoying, but it seems to be mainly if the video is already published, if it isn't it takes up to a few minutes, are you keeping your videos unlisted before changing the thumbnail? Or are they already public?

Since I didn't upload a thumbnail for one of my videos while it was uploading, and I did after it processed, It took around 1 or 2 days to change. It can vary, though the thumbnail should be applied if you upload it when the video is being uploaded.

I've noticed if it's the first custom thumbnail for that video, it changes pretty instantly. But if it's a second, third, etc. thumbnail (meaning you've tried changing it after setting one already), then it takes hours to update.
