Why 2015 CPM is so low?

I hope youtube and google start blocking ad block.
I thought they would for a while, but I don't think they're going to and I actually respect that decision, even though I make money off ads.

Ads can be very annoying for some, and having blocking extensions installed prevents getting malware from ads on other sites, and is especially useful on websites that use unethical advertising tactics or who have autoplaying videos that you can't find. If they were to force ads I know there would certainly be a backlash from the users, and it wouldn't be good. YouTube Red is a step towards the right direction.

Google should implement new strict rules for ad companies, no more annoying flash ads (they did get rid of them) no more videos on the side that automatically play, just commercials on the videos that are skippable.

The fact that youtube doesn't serve a ad all the time is a right step in the right direction,

Google served ads are generally non obtrusive and not spammy redirect typed ads.

Yeah, ads aren't served all the time for most partners, but if you live in the US for example and watch a Vevo video nearly every time you'll get a non skippable or long non skippable pre roll because Vevo has special deals with YouTube and a comprehensive ad sales team.[DOUBLEPOST=1448836159,1448835937][/DOUBLEPOST]
What motivation do people have to join Red when an Adblocker will do the same thing for free?
I think more people are starting to realise that YouTubers have to pay their bills, and paying $10 a month to get ad free content, background playing music and a Google Play subscription is a fairly good deal which supports content creators. Obviously there's going to be a decent chunk who will still be stubborn and use ad blocking extensions, and that can't really be changed. PewDiePie and some other big channels have touched on it, but almost all YouTubers try to steer clear of talking about ad blocking. I'm not based in the US, but as soon as Red expands I will be signing up.
