From personal experience. Averages at $3-$8 ( worldwide stats ) meaning misc countries are included in that CPM.
the CPM should generally be higher for those who target UK/USA audiences.

Just for confirmation - are those CPM numbers you are talking about ($3-$8) are what you get paid per 1000 monetized views?
OR they are raw cpm (playback-based CPM) on "Youtube > earnings reports > ad performance" stats etc. (before Adsense and Network cuts)?
