Fair use has nothing to do with what happened here. Given current copyright law, you're not entirely wrong, but it's a different topic entirely.

Yeah it's code Youtubes copyright system is stupid, I've had him, and others claim on many occasions, if you dispute it, it always seems to be released tho, this streammer guy is a fake guy trying to make money off ads your videos show, but I have no idea why he can continue

I'm glad that it got solved, fake copyright claims are so annoying.
There was a Network with a channel that uploaded a dash cam compilation video and had claimed all the original clips. Not sure if that channel is still doing that, I just saw thread on Google product forums about that.
