If you have a decent computer DaVinci Resolve is great. It is free and full featured, but older machines cannot run it. There are numerous options for PC, but most will cost a little - or leave a watermark on your vid. I have used PowerDirector for 12 years.
On the phone, same story as PC - you generally pay, or get a watermark. PowerDirector has a very good app, but is $5 a month.
