If more than 75% of your viewers are from an English speaking country then a fixed CPM of only 3$ is going to screw you over.

I would be glad to speak with you. I am not sure where Shane is getting his stats from. The networks Shane listed have regular CPM's and Vultra is definitely far below what he mentioned.
