What is the Best Way to Tag/Keyword Your Videos?

I thought spamming tags in description box is illegal... MOVIECLIPS, the channel that does mostly movie clips with 1.7mill subs does this in a lot of its video. Like this is one from a kill bill clip.

Everyone's so aggressive. Chill out innit.

I feel like I know how SEO works but am basically in the same position as OP. The problem I have is that I don't know how other people use youtube.
 
I feel like I've learned a lot about Youtube, but this still gets me.

I do SEO as best I can, but what is the best way to keyword?

And can someone please tell me the "right" way to do tags?
(I feel like I always find different answers...). Should you do the title and channel as one tag then tag everything else, or should you do every word as a seperate tag?

make a title that will likely be searched for, this seems to work for me. If you search for GoPro Fetch Harness, my three videos are in the top page of the search results because I included that exact mount's name in each title. That seems more important than tags but I'm not 100% sure how it works.

I think this is what MrTechnicalDifficult's old channel got shut down for, he had over a million subs on that channel

On one hand I dont care if someone does it.. or at least care enough to report someone for it. On another hand, if someone does videos similar as me and they are doing this to gain an unfair advantage over me... then maybe. Thus far, I havn't care too much.
