Like many have said, Gimp is an amazing piece of software with options for extra plugins. If you want to check out my channel's graphics they're all done in Gimp.
Photoshop will probably do the trick, but the industry standard software for logos is not Photoshop but Adobe Illustrator. Photoshop files are rasterized images, meaning that when you zoom in things get pixelated and you get unsharp or jagged edges when scaling the made logo to a smaller or bigger size. Illustrator makes vector images which are not rasterized, therefore these images can be scaled up or down without losing any sharpness. Illustrator files are AI or EPS files so they won't work in software that only allows JPG or PNG, but I always scale the logo to the size I need it and then I save it from Illustrator as a PNG with transparent background. No quality loss and super sharp edges and your EPS or AI file logo can be printed on the side a touring bus and still be super sharp!
