What is the Best Audio Editing Program?

Adobe Audition all the way. You basically have a recording studio on your computer with this program.
 
The absolute best-value audio software out there is Audacity, it's free and it works like a dream :') <<<333 ah, the goodness.
But if you want to be able to do more complex things (and audacity is pretty complex already) there's always adobe audition, and if you want to make music I hear Fruity Loops studio is rather swell. Hope this helps :)
 
Look into some VST plug ins too. i use something called isotope and since sony vegas works with vst plug ins i dont even have render out my audio and resync it. instead just fire up the fx and adjust a few levels and usally it works unless there is a lot of back ground noise like if i didnt use a headset

I do this streaming too. bit of vac and mixcraft to get that to work :)
 
Audacity is free to use. I actually don't edit my audio to much until i carry it into Vegas. Vegas also has sound forge if you buy Platinum suite but i don't really ever think of using it cause audacity does all i need

Low End = Reaper
Best = ProTools

If you're wanting to remove noise, your problem lies elsewhere. Either your mic, your mixer, your pc, or something but removing noise in post is completely backwards of what you really want to do.
 
Audacity is by far the best for me, it is easy to use for basic things, but if you need some more effects but dont know how to use them, you can easily pop on youtube and search up a tutorial :) oh and its free yes :)
