What gets you a CopyRight Strike? (confused)

If a musician or content owner chooses to Block a video. Does that result in a Strike? I'm confused because some people have gotten video's blocked and their account is still in good standing while other gets one block and get a copyright Strike.
 
I think some videos get blocked in Germany! (I dont know why :confusedphones:)
I got copyright for few cover songs, the video is still available but not monetized :)
 
It also depends on the licensing of the music you've used. For example, some songs are licenses under a creative commons license that is attribution only, meaning all you have to do is give them credit. some songs are licensed to non-commercial uses, meaning you can't monetize those videos.
 
that's not what I'm asking though. Why is a block sometimes a strike and not? For example my friend used a song and got a block and no strike. I used the same song a week later and got a block and a strike. Why would that make any sense? YouTube says right in their FAQ's that a block is not a strike.
 
It usually depends on Content-ID system
Basically labels/producers use this youtube's system to find any video on youtube using their music,whenever a person uploads the video this system detects it and it does what the original owner has decided.
The laber/producer can either choose to block the video,in this case a copyright strike is given and it affects the channel standing OR the owner can choose to display ads on that video so all the revenue from that video goes to the owner and in this case there's no copyright strike and nothing happens to your channel's standing just you can't monetize the video ,basically you can't make money on that video.The owner has to decide it when he puts his content into this system so the system automatically detects the content anywhere and whenever it's uploaded so the owner doesn't have to search all the times and do this stuff
