Vine is a video app, that only allows you to take videos of up to 6 seconds. (You can have cuts in it though.) It's like gifs + sound + instagram - the filters, plus a big piece of Twitter on top, cause they bought Vine a while back and are pushing it...

It's been out in iPhone for like 3 months, soon coming to android and all over Twitter...
 
I have been seeing a lot of people use it. Not sure how you could use it for anything like that though.

The same way you you use Instagram, and YouNow, and Twitch. Also Facebook, Twitter and Google+, if you use them in a certain way, and Tumblr and Pinterest. And the same way people used to use DailyBooth and BlogTV and that answer video-questions site (what was it called? They all seem to come and go so fast...). You make interesting content on that particular site / app and then drive that traffic over to your YouTube. (So in order for this to work properly it has to be somewhat related to your YouTube content, at least by topic.)
 
How do you gain a following through Snapchat? That only lets you send short vids to people you know, without publishing them to a potential new audience.
You would have to first friend them. Tacobell actually did this. They had a "public" snapchat account and added everyone who sent them a friend request. It was actually really smart because they could "push" video/picture updates to all their followers. However, since it isn't really made for this, I would terribly inconvenient (because you'd have to manually add everyone to the recipient list when you make a new update).
