Video Upload Won't Finish

We've been trying to upload the same video for three days now, and this is getting ridiculous. The video takes essentially all day to get up in the first place (it's about two hours long, so I sorta get that part, considering our internet is communal and garbage), but then when it gets to 100%, it just starts over. This has happened three times now, but only with this one video. No others have ever given us such grief. Help?
 
What editing software are you using I had the same problem until I was exporting in h.246 then I was uploading fine
 
I use cyberlink powerdirector 11, which has done well for me over the past couple of years. I believe it's something about this specific video or the current state of our internet connection. We've uploaded over 70 vids now, and I just uploaded a shorter one to make sure it wasn't an issue with our page. I'm trying again and hoping that maybe it was just an issue with the internet since so many people were in the building and using it (I live in a dorm, and this was finals week, so the internet was super bogged down).
 
I've had this happen on a couple longer videos (roughly 30 minutes so not quite as long as yours), and I've always just kept trying and eventually it works... I like to take a page from the IT Crowd and try turning it off and on again (including the router, computer, logging in and out of my account, and whatever other arbitrary things I can think of at the time).

Is anyone having videos process longer recently and the processing of resolutions?

I don't mean crazy long like 2 minutes and my 60fps videos a bit longer, it's no big deal just that it used to be instant.
 
Yeah, the processing does seem to be a bit longer. The video finally uploaded!! It was definitely because the building was too crowded, and now that nearly everyone has gone home, it got up with no trouble lol now I'm just experiencing that relatively long processing
