I've Got It
I Have A Mac mini Computer. What are some good places I Could Go To Make Video Bumpers?? Ones where I can upload photos 'N stuff, and have a wide choice of styles. [emoji1]

PS: I don't have much money, so can you suggest free or low costly places[emoji28]
 
Just to make sure, you mean announcements, right? If not, what do you mean?
For example "Upload (video) right now!" or "Going live in a few minutes!" right?

Twitter is pretty good for that (announcements). Short tweets can make the world.
