Vegas 12 Video FX Help.

Here is the jist.
I have a video with 3 major points in a single image, i want the video to fade to the left most part of the image, Or blur out the other two etc. I want it to fade in though, whenever i place it on the video track it immediately sets it across the entire track, is there a way to fade video FX? (I feel like im not making any sense what so ever) Here is an image

I want it to start off showing all 3 ssymbols in the image but then fade to showing only the symbol on the left. (Sorry for being confusing!)

I don't know exactly how to do that just yet, but if I were you, I'd do it the hard way xD
Cut the three pictures, make three slots for the videos. Then use the fade in/fade out effects (click on the corner of the video and drag it to make the effect).
