I think, to the extent you see things like that, then there are a few possibilities for what is already happening:
1) Those videos already have been identified in Content ID and have been monetized by the appropriate copyright holder
2) The music in those videos is not in the Content ID system and thus the copyright holder doesn't know it's there
3) The copyright holders don't care about going after videos that use their copyright.
I think that for a lot of video game music, number 2 is often the case. Many video game music composers do not have their music set up through content ID, so there is no automatic process to detect when people are posting those songs.
