I'm not sure what you mean. Each YouTube account can access Analytics (but you probably know about this already). To the best of my knowledge, YouTube don't offer any direct services apart from support for creators with over 90,000 watch minutes in the past 90 days or something like that.

I think it's 90.000 hours. Minutes would be way to easy to reach.
