Do you know a tool to sort people who comment my video on Youtube by theirs subscribers numbers(or social ranks etc. on Youtube or different social media platform)?

Not that I know of, although Tubebuddy does show the subscriber count of people who comment on your video next to their name.

Thanks. Interesting program, have many function. But I'm still looking for program which can do that with all comment author not only subscriber(only that who allowed it).

Youtube has those information under content creator studio. Have you checked it? It might exactly be what you are looking for but it will give you some helpful data. Or you can use Vidiq that might help too.
