Because otherwise they wouldn't get enough exposure, views and so on. It is an incentive that can be seen as another cheap tactic to game the system of YouTube. YouTube does not want people watching, liking or subscribing to content if they truly don't want to watch it, like it or subscribe to it. Furthermore they do not want people getting big and earning money through those tricks and cheap tactics. Listen to the guy who posted above me, go and read the TOS and Guidelines. Many people do not realize what they are doing on YouTube until they are terminated for something. Except the much larger channels, the TOS and Guidelines don't apply to them because they make YouTube a lot of money :p

Take a look at MrTechnicalDifficult. I think that's his username, at least. His channel with a few hundred thousand subs got terminated because he was using description tags. No one's really safe if they're not following YouTube's ToS.

It was his 2 Million Sub channel and I was shocked by that but I believe he was just being made an example out of by YouTube. With terminating him they could say that they do terminate bigger channels for TOS violation but I will believe it when I see it happen to others. It has been a few months since that happened to MTD and there are still channels not being removed for their TOS violations.

However, I think there is a flaw in YouTube's TOS and how they terminate. If memory still serves me right (last I read YouTube's TOS was last month) is that channels cannot be re-reported/flagged if they are found not guilty of being in violation of the TOS or are false flagged. I think channels are reported everyday but they are false flags or people trying to report channels but don’t know how to report them for their violations. There is no function when flagging on how to report someone for Meta-Tagging, Spam Tagging, Irrelevant Tagging, Botting or other things to game the system.

I feel it is irrational to think that YouTube does not treat every content producer equally. So I hope it might actually be this flaw I’m talking about and why a lot of channels continue to spam and game the algorithm. A lot of smaller channels like the GTA 5 content producers be the most heavily abusive TOS violators and continue to get away with it. Maybe YouTube flag reviewers are just slow :/
