Well, the algorithm is smart enough to detect other fraudulent activities (click bombing used to be a thing a few years ago that would cause people to lose their adsense accounts but they've since taken care of that problem) so hopefully it's smart enough to detect when a guy is changing accounts and doing the same thing over and over. If it's from the same IP I'm sure they wouldn't count it against the video. If it's not from the same IP that means he's using either TOR or a VPN or proxy and is a complete psychopath. One guy using 10 different accounts. 10 one second duration views, just long enough to click thumbs down and do it again with another account. And yes this is exactly what I was asking and that is if anyone knew for sure if Youtube can detect this kind of nefarious behaviour. And seeing how poorly they handle fraudulent content ID claims, I have my doubts but I could be wrong.
Have you noticed any drop in views since he started doing this? Views from suggested video or Youtube search traffic source?
