Yeah what I meant is just upload the comp videos to get the 1,000 subscribers and 4,000 watch hours, then right before the manual review delete all the copyrighted videos so you won't get any matches and can get the monetization turned on.

I'm not sure about that since I've never deleted a video.... but wouldn't that mean that you will delete the views and watch hours too? I know you will remove the views from your channel, just not sure about the watch time... My guess is yes so people will nor try to do what you suggest
 
I think youtubers who do that try to disguise the video so it bits youtubes duplicate algorithm.

Videos sounds can be disputed or completely changed
the video itself cropt or the length changed
some youtubers go to the length of editing ever 20 second or the original video just to make it kinda unique
Some play the video and capture the screen while the video is playing

Just a point of warning this channel are never save because if youtube catches up with them all that hard work will go in vain
