Taken from YouTube:
Suggested videos - "Views from suggestions appearing alongside or after other videos."
Browse features - "Traffic from the homepage/home screen, the subscription feed, and other browsing features."
How I see it is that 'Browse' is typically the first video a viewer watches in a session on YouTube. For example they start by watching a video from the home or subscription page, then they move on to the next video via the suggested videos. After awhile they go back to the home or subscription page and start the process again.
Most of my suggested video sources are actually my own videos, which means they're watching more than one of my videos per session (which is what you want).
I wouldn't necessarily put more value on one vs the other, as long as they're at the top of your traffic sources. My suggested video source is 38% and browse features 24% of total traffic.
