They've got hundreds of pre-made render settings for specific cameras, resolutions, youtube, vimeo and a few more that I've not really looked at.. then when you click on one of those settings you can go into settings and change the maximum and minimum rendering bitrate so the file can be as small/large as you want. It also gives you an estimate of how large the file will be before you render it.Vegas has great render options for small size without losing quality. How are the render options on premier pro?
