If you have a look at my channel description I list what you need to say in the verification message enable for upload.
You still shouldn't make money out of other people's content. It IS ok to upload and gain audience (with the owner's agreement, though), but if you are monetizing videos that aren't created by you, you shouldn't monetize them. It's about morality.
 
Yea but you do have to ask the uploader permission to use their video for commercial purposes before doing so :p #legalstuffs

This is only temporarily until I get a new pc. I don't even make £1. And if I did I wouldn't care. All you need to know is that I have permission from the people who have their clips uploaded. Anyway it's helping them out more than me.

It doesn't matter if you don't care. If you did make money out of it, that would be dishonest and illegal. All I am saying is to be careful. As long as it's not your content, you can't go all "I don't care".

Their content = Their saying when it comes to anything. If you care or not is totally irrelevant.

And there is a difference between

1. Getting the permission to upload the videos.
2. Getting the permission to monetize the uploaded videos.

Since you are a YouTube partner, I assume you know this?
