well if you are just the small youtuber that doesnt make money from it it isnt, and the guy isnt partnered so for him it isnt needed to be so worried about it.

yes you are right. but if you worry about it to much even though there isnt very much to do wrong it will only be a disadvantage. he just has to find out what he has to do to not get those strikes and he is perfectly fine.
