I would have to agree with youtube - most artists are ok with you using their music although some artists prefer you ask them first before using their material.

More times than not they will ask that you put their name and song title in the video or description.

TeknoAxe hes a great artist that makes songs at request from people and gives permission to public to use, he even has a signature on a website saying you have permission! i use him for videos and he has a VAST selection!
