Shrinking down my cover art

I just created cover art for my YouTube page and changed the pixels to the correct size but the picture is now way to big for the cropping tool. I still have my picture open in Photoshop in layers but how do I shrink it down to fit inside the crop. Here is the pic, I would like the picture of me pointing and the thought bubble in in the cover art and as much as the background that can fit. Please help!!

how to shirk an image in photoshop.. click on the layer image you want to make small then hit -_- "Ctrl+T" and make it the size you want
