Copyright Strike? NO. You have to contact the person that issued the strike.
If you have copyright CLAIM then Yes, but the audio quality will go down or the video will be silent for that part. Sometimes removing fails tho... but not often.
You won't be able to edit videos that have been taken down, but if you're referring to Content ID matches, some songs are available to be audio swapped to a track you can monetize.
