That's out of date, you can't reopen your account anymore.

DeadlyTeaParty is right - Reclaiming a username is only offered in exceptional cases (basically never) and reopening a YouTube account that was closed was discontinued specifically on Sep 17 (or 12th) 2011 but again they may re-open the account under certain circumstances if you fill this in: https://support.google.com/youtube/bin/request.py?hl=en&contact_type=linkissue
