So if I am a VN owner, what I should do? other than recruit people, is there any job scope for me? And how about the VN payment, do MCN pay my VN member, or MCN pay me, I distribute to my member?

The MCN pays your partners.

Nearly every MCN I have seen pays your partner's for you, because of legal issues that could arise. I do know of one that allows you to payout but they mostly focus on music labels. As a VN operator, your whole job is to recruit partners and give them support (whether that be actual partner support or access to additional benefits).
