The reason I asked I guess was I was watching a "how to youtube" video from RPM network so I bet the goal for them is to get views and get channels to sign with them.

Unfortunately spam and scam are very common among the YouTube content (just as in the world wide web). The rest is mainly copyrighted movies/shows.
But there are some good YouTube channels too.

I think Youtubers give shout outs because they really like a person and their channel. Whether or not the viewer goes and checks out the channel is another story. As far as "How To Youtube" videos, I think those people want to share what they've learned to help others. Unless it's a parody video. Then that's for entertainment purposes.

When I make them it's because I like sharing the knowledge, I have always enjoyed helping others and if I can help a handful of people with a video or even more I am happy because of it. I am not fussed about gaining money from them, if they do then they do if not then I am content still. We dont get many people visiting through the channel to here but the more people visiting the better, I find that more of an incentive for me than any monetary gain on the channel as YTtalk is what I focus on the most. I wish I had more time for making videos to be honest I would do a whole lot more than I currently do 
With other channels it depends I think, ones like RPM they're a YouTube based business and it will help their business a lot by doing videos relevant to their partners, its a natural extension of their main services. A lot of the time it can help drive business no matter what business it is, DIY people usually offer their services during their videos on how to fix this and that around the house. People always make videos for reasons whether it be as a creative outlet or business or a mix of both and other reasons regardless of the type. Even vloggers can vlog for business reasons without anyone thinking they are.

Well hallo ladies and mentlegen.
I think it is a way to support beginners. I understand all of us have to go through the process of slow view count/slow subscriber rate. I know its hard to get out their and noticed. Some people feel the need to help out newer channels and its true most of them have low subscriber count but its the same like someone with a 50 subscriber count giving tips and feedback to someone with 500 subscribers. Sometimes people take that advice.
I am currently ( and it might seem stupid ) recording a vlog for when I reach a certain amount of subscribers. In this vlog I state what video is the latest on my channel. How many subscribers did I had at that time. How many subscribers I made in the last week/or daily. View count.
Then when I have lets say 100 000 subscribers one day I will edit all these small vlogs in a compilation. Then me my self will also make a "guide to YouTube" the reason why I am making these vlogs is because I watch some YouTubers and wonder how did they feel at their first video how did they progress. Sometimes I even think to my self " did they had a low amount of subscribers. " Obviously they did.
Anyway some people do this to help others/ some to get views. I would be doing it to help others because I know how it feels and sometimes I come across amazing YouTubers that has so much potential and just stop because they just did not get fame fast enough. I am doing this as hobby.

I think you’re making the assumption that everyone is on YouTube to make money. Most people just enjoy making the content and I imagine the ‘how to’ videos are made by people who enjoy (sort of) teaching. No doubt these types of videos can generate a lot of traffic, but there are a lot of tutorial channels around now a days so a lot of them get drowned out. BUT if you come make one good tutorial/educational video then chances are people will come back.
