I also think that Quality is more important, but in my opinion there are some arguments for Quantity I want to discuss: ;)

  1. Quantity pushes you up on your learning curve (and therefore ultimately pushes your Quality too)

  2. Quantity makes you more visible (even if your videos are only on page 10+ of the search results)

  3. Quantity makes it more likely that one of your videos goes 'viral' randomly

  4. More videos PROBABLY mean that you are also more diversified

  5. I am not a fan of this, but some people say that the youtube algorithm also looks on how frequently you upload new content

In regards to answering the original question, which was quality or quantity, then I think we're all agreed that quality is best. However as SweetsAndCandy and KatyAdelson have said, there is of course a need for balance between these in reality.
 
Also think like this, with quantity and being new, if you rush out your ideas you will ultimately have used all of your plans and ideas whilst there is still no body watching, i was going to post a couple per week but then i realised this and thought maybe il keep it to just one per week, you get what im saying?
 
I'd say "Quality," but the word "quality" needs to be defined and balanced with a realistic budget of time. I think there is a balance between creating content "good enough" for an audience, and spending too much time on something to the point that one cannot upload fairly regularly... There are a few advantages when one uploads on some sort of predictable basis.

Definitely this. I have heard a few grumblings from some YouTube creators (particularly after VidCon) that they're getting tired of YouTube "pushing" the idea that they have to upload all the time, and they want to pull back and concentrate on making super-high-quality videos. Which is awesome, but...what's the balance? YouTube is built on immediacy, and if you're squirreling yourself away for 3 months, making the perfect video, you'd better make sure it resonates with a ton of people, or even your best effort is going to be lost in the shuffle. There's only a few channels I know who have gotten away with it (like "Don't Hug Me, I'm Scared," for instance).

I find the pressure of making a few videos every week really causes me to pare down my ideas into what the essentials are, and it makes me more creative, in a way. I know I could make incredibly elaborate sets and props and use super special effects for, say, my George videos, but will that increase my audience by a significant amount? Probably not. so why not entertain the people watching more regularly and give myself the challenge of keeping to a schedule?
 
I'd say quality, Theres plenty of channels that aren't all that active (like Paint used to be) but still get a lot of subs
Also, You're more likely to get actual followers and people that care about your content with higher quality videos

If you check out SA wardega some of there videos have close to 30 million views, they dont have that many videos and hardly ever upload videos, i think theres like only 2 uploads in the last year or so i think
