Putting a cropped Face on someone?

So I've seen things where a troll face or just a crop of anyone's face will be placed over someone's face in a video, and I was wondering how one might do this (and I am also wondering how I might make it move in the video, corresponding to the location of the person's face)
 
Find/make a png of the image, and place it in whatever you are using to edit the video. Then move the image along with the actual face and keyframe accordingly. BOOM!
 
Get a render (.png) of a face, open it on a track above the video track, and use keyframes to move it around and keep it over their face.
 
One thing that you need to make sure you have checked when keyframing (especially if using Vegas) is to have the timeline sync up with your cursor. There is an option you can click in Sony Vegas in the pan/crop box to activate it.

Otherwise you will be trying to guess where the face is supposed to be, and you will never get anything done.

I feel like premiere pro automatically syncs up to the playhead.
 
In After effects you can create a shape. Then select the shape and hold Cmnd on mac or ctrl on pc (I believe) And you can move the shape and it will automatically create keyframes. So afterwards you link your face img to these keyframes and bam!
You can also try to track the face in AE and manually alter any keyframes that seem off if you want to make something absolutely perfect.
