Premiere pro speed/druation issue help

I'm having a problem where if I set the speed/duration of an image in the project tab and then drag it onto my timeline, it's a different time. Say I set the duration to 10secs or 10:00, when I drag it onto the timeline it always appears as 9:59. I tried setting the duration to 10:01 but then when I drag it onto the timeline it shows as 10:02.

Anyone know why this might be happening?
 
I'm still having this issue and I can't find anything on Google specific to the problem that I'm having.[DOUBLEPOST=1409556953,1409555913][/DOUBLEPOST]Here's some screenshots of what I'm talking about too if that helps:
The .png in the project tab and you can see I've set it to 10 seconds

When I drag it to the timeline though:

I don't know why it's doing this specifically for this .png. I've tried it with an adjustment layer & title, both of which works fine. At first I thought it had something to do with the frame rates being 59.94 fps on the timeline but it shouldn't effect a still image much like a title and adjustment layer.
