Updates are pushed on Wednesdays. Maintenance cycles are usually done on Monday evenings.

It's pretty safe to post while youtube is in read only mode if you use a scheduler to upload ahead of time and have all the settings/tags correct. Plus they announce maintenance/read only mode ahead of time so you should always know when it is. They never tell anyone about the Wednesday updates.
