I've Got It
Before I loged on I saw I had a comment ( Gmail )...so when I signed in and clicked on the bell.. ( youtube )..I got this: Please sign in to view your notifications.....What do I do?....how can I sign in when I already am signed in

Try logging out and logging in again. To my knowledge, I think you have to sign in two different times, because Gmail and YouTube are different websites.

once i tried to sign in and the browser didnt allow me, it only allowed me to sign in from one of my youtube account. however if you restart your browser's history and cookies it will come back to normal.

I can sign in....but I still can't see notifications...and I tried to restart browser history and that....did not work...I still have the problem[DOUBLEPOST=1400527185,1400495483][/DOUBLEPOST]I also can not comment....and I am ofc link with google+[DOUBLEPOST=1400532727][/DOUBLEPOST]Ok it is fixed....just had to reset Firefox ( as I use Firefox )

I know this post is a little bit old, but I'll post the fix just for the records, it might be helpful for you and others.

This problem has been around since Google added a new privacy feature to their browser(I think it was last year 2013), and to be fair, it's good feature to keep your browsing more safely.
I've seen a lot of blogs complaining about it, and they didn't actually know what was the cause. They've gone far away with their thoughts on how to fix it, especially when Google haven't released any fix or mentioned how to fix it, while the fix won't take more than 5 seconds ;) ..

Long story short, here is how you fix it :
Go to Chrome browser settings chrome://settings
then go to Privacy
Then, from Privacy, click on Content settings button.
Now, on Cookies options, untick "Block third-party cookies and site data".
Then click done, and go back to Youtube and refresh the page using CTRL + F5 keys.

Now you should mark this thread as FIXED ;) ..
