Please Help with Glitchy Youtube Upload

Hi, this should be a simple project! I took some stills of my son's football team, put them to music in Windows Movie Maker, and uploaded to Youtube. Playback on mobile device seems fine, but on the computer for some reason the video (panning, zoming effects) are very glitchy.

The actual MP4 file plays perfect on my TV through USB, but something is happening when I upload to Youtube. Any advice on how to correct this would be much appreciated.

I can't seem to post the link here, but my Youtube name is Tristan Mackid, and it is the football video that was uploaded yesterday (June 25th, 2017).

The settings are 1920 x 1080, 24.19 mbps bit rate.
 
Hey, I'm pretty sure I found the video you were talking about. Watching it, it looked fine. Panning and zooming looked smooth, nothing noticeably glitchy. Are you sure it's not an issue regarding your computer or something like that?
 
Hi, thanks so much for the response. You might be right. I watched it on my iPhone and on my Samsung Smart TV and it was fine, but on my Dell computer almost every scene (picture) glitches and skips. Very strange. Were you watching on a PC or mobile device? Just curious as maybe it's a problem with my computer...

Yeah no problem! I was watching it on a PC.
